阅读统计及读者分析对于网络媒体而言无疑具有重要的作用,一般的Blogger常常也会安装一个读者分析的工具,不时看看blog的浏览情况,但RSS的大量普及却为传统的阅读统计提出了新的挑战,如何更准确地统计RSS订阅数量及浏览量成为RSS服务商们需要解决的问题。 Feedburner在为用户提供的各种增值服务中,RSS阅读统计就是一项重要的基础服务。我没有使用过其他服务商的RSS阅读统计服务,但基于Feedburner在VC界以及Blog圈中的名声,我姑且认为Feedburner提供的RSS阅读统计服务即使不是最领先的,也能够达到行业的平均水准之上。但仔细分析Feedburner的统计结果,我却发现依赖它所提供的RSS统计仍存在着明显的缺陷:一是RSS订阅数据的统计并不准确,二是RSS订阅数据越来越不能反映出真实的阅读量。 RSS订阅数据的统计不准确:下图是我经过烧制的Feed在Feedburner中的订阅统计数据,很容易就可以发现我在Gougou中的订阅数并没有反映在其中(BTW,我的Blog有32个订阅数怎么没上狗狗的首页推荐榜,嘿嘿),而topim的20多个订阅数也没有统计在内(似乎topim现在连不上?可能对此有点影响)。有种可能性是Feedburner在统计中将所有来自Gougou的订阅当作一个用户(不过在订阅明细中也没有狗狗的踪影),如果这种可能性成立的话,那么其他的在线RSS阅读器也很可能被看作是只有一个用户订阅,造成整体订阅数据的巨大偏差。由于我的Feedsky的订阅人数较少,而且Feedsky提供的明细数据不足,无法进行详细分析,但估计与Feedburner存在同样的问题。 RSS订阅数据越来越不能反映真实的阅读量:由于新RSS阅读器的涌现以及Bloglines管道工的不时露面,许多RSS读者都开始在多个地方备份opml文件,但只由一个常用阅读器,其他的只是起订阅的用途而不会阅读。因此RSS订阅统计已经日益出现只反映订阅数,或者说虚增订阅数,但并不能反映实际的读者阅读量的情况。Feedburner所提供的点击统计虽然能够在一定程度上弥补这一缺陷,但对于像我这样提供全文RSS的用户,有许多读者只会在阅读器中阅读。 针对RSS阅读统计困难的局面,另一家RSS管理服务商Syndicate IQ提出了日均阅读量(Average Daily Readship)的统计方法,希望通过日阅读量来比照传统网站阅读的浏览量的概念,解决上述的RSS阅读统计的问题,不过或许是由于技术还不够成熟,或许是因为其他的原因,这一技术似乎还没有得到业界的认可。但无论如何,RSS阅读统计服务也会是RSS产业链上的重要一环,有志于抓住RSS发展机会的创业者也可以考虑从这一角度进入RSS领域。

PRweb.com is a press release distribution and publishing service — the idea behind it is to make it easy for any company or individual to have their press releases seen by the media. Most of the press releases on it consist of dry corporate speak without much interest for the general reader. But there are some kooky individuals who use the service, such as Niki Yan, the "desperate" Chinese girl pictured here, who is looking for a publisher for her book about her infatuation with Tom Cruise:
"It's Tom Cruise that inspired me to come to the U.S. from a small village of China to pursue my own American dream," says Niki Yan, the young Chinese writer/actress who just finished a book "My Love for you, Tom Cruise -- a Desperate Chinese girl's Confession."...

8月,伊拉克新宪法草案经过激烈争议、两次拖延,终于提交国民议会表决通过,下面就等待全民公决批准了。这部在美国占领当局监督下,伊拉克大部分地区代表起草的新宪法,是战后伊拉克人对崭新国家的憧憬。这部国家蓝图讲述了政权、民权、女权被深刻改变的伊拉克现实。不带偏见地仔细解读这部草案(7月26日公布),你能看到一个古老民族新的光荣和梦想,危机与恩仇。

第一部分 后萨达姆的联邦政权

自从2003年3月20日美军令世人震撼地轰炸伊拉克前总统府的时候,萨达姆就注定要从身体上、精神上、影响上被驱逐出布什计划中的“自由民主新伊拉克”。而宪法既然是国家重建的蓝图,那当然也必须贯彻美国人的这一思路。正如一位伊拉克问题专家所说,“经过戏剧化激烈变动而产生的新国家,其宪法都好像是将军在和旧日宿敌打一场未完成的战争。”

首先美国人认为,只有联邦主义才能整合意见分歧的什叶派阿拉伯人、逊尼派阿拉伯人和库尔德人。伊拉克曾经就是奥斯曼土耳其帝国的三个行省,英国人抢过来的时候也是动用了毒气才保持了暂时稳定。萨达姆时代表面上的统一,也是用暴力和酷刑作为代价的。在三权分立的民主新伊拉克,除了联邦主义,美国人想不出有什么方法能不让伊拉克分裂为三。而且联邦分治,也可以有效防止类似萨达姆的狂人再次获得政权。

什叶派和库尔德人当然欢迎联邦主义,因为他们所占的省份富含石油,相反,逊尼派却反对,因为他们占大多数的省份相对含油较少。但在今年1月的大选中,占总人口约20%的逊尼派错误地抵制了大选,在议会275个议席中只得到了15个议席(仅占5%),使得整个新宪法的起草工作被昔日的被统治派别——什叶派和库尔德人垄断。只要什叶派和库尔德人达成一致,美国人不反对,议会这一层能通过任何内容的宪法。

因此,在最新达成的联邦主义宪法草案中,虽然逊尼派代表抗议草案还有至少20个地方他们无法接受,但依然无法阻止宪法文本最终被送交给议会。不过,宪法草案必须在全部省份的全民公决中得到批准,逊尼派至少控制了4个省份,搞不好新宪法最后无法通过。如何进行最后的妥协和说服,这就是多数派什叶派和美国人的事情了。

另外美国人关心的事情是旧政权残余。包括萨达姆在内的扑克牌通缉令中大部分前政权首脑都在监狱中了,面临和即将面临伊拉克新政府的审判。但是,还有大量伊拉克人特别是逊尼派阿拉伯人曾经是执政的阿拉伯复兴社会党人,在整个复兴党都随萨达姆政权倒台而被取缔之后,这些昔日帮助萨达姆统治的复兴党人是否能参加新伊拉克的政治进程,是新宪法首要考虑的问题之一。

自然目前的新宪法草案对复兴党人毫不宽容,完全排除他们参与政治的可能性。在第一章“基本原则”中明列:“任何激进或者恐怖主义的想法和实践都应被禁止,无论如何辩护。特别针对萨达姆的复兴党,它被禁止参与国家的民主多元化进程。”伊拉克人把对于这种力图消除复兴党影响的行动称作“去除复兴党(de-Baathist)”。

立法机构的排除也颇为彻底。不但复兴党人不能参加议员选举,甚至曾经参与某些前政权组织的普通伊拉克人也被拒绝竞选议员。在伊拉克立法机构议员选举资格中,赫然规定如下条款:“候选人不得曾经工作于前政权的镇压机构而且也不应该曾经参与镇压公民的行动。”“候选人不得受过《去除复兴党法》的惩处。”这样,只要和前政权沾点边,政治生命就完全结束了。

另外,根据美国人的要求,还设置特别委员会和特别法庭来对付前政权的遗留问题。在新宪法草案第六章“最后规定”中指出:“去除复兴党委员会继续工作,协同司法和行政机关,依照国民议会通过的委员会相关法律执行。委员会只有当(清除复兴党影响的)使命完成时,才解散。”以及,“反人道罪特别法庭继续作为一个独立司法实体工作下去,审判前政权的相关罪行及其反人民的罪行。”

对于被前政权打击和伤害的人,昔日的政治反对派和少数派认为国家有义务加以补偿。新宪法草案明文规定,“国家依法保证照顾烈属、政治犯以及被前政权影响的人。”在政治上,过去的统治者成为了最低阶层,而被压迫者翻身成了民族英雄。

第二部分 重新获得的公民权

新宪法草案第二章“基本权利和自由”,也被人称为是伊拉克的“民权法案”,一反萨达姆时代对人民的管制,给予了伊拉克公民相当慷慨的自由,远胜于周围的伊斯兰国家,令人耳目一新。请看下面详细列出的新宪法草案第二章条款:

根据新宪法草案,伊拉克公民享有下列萨达姆时代不曾有过的公民权:


 每个伊拉克人享有生活、安全、自由以及隐私,不得剥夺任何个人的这些权利,除非得到法律允许,并且基于有资格的司法当局做出的司法裁决。
 伊拉克允许多重国籍。
 伊拉克人不得被流放、驱逐、阻止旅行于国内或国外,也不得被禁止返回国家,除非有法律规定。
 禁止雇佣童工。
 私有财产受到保护。禁止征用私有财产,除非因为公共用途,而且必须进行公正和及时的补偿。公民在伊拉克任何地方拥有财产都不应受到不适当的限制。
 人类自由和尊严受到法律保护。未经司法许可,禁止拘留、扣押、逮捕、监禁或者调查任何人。禁止任何形式的心理或者生理的拷问和不人道的对待。严刑之下的口供不能被采纳,其受害者可以依法获得针对生理和精神伤害的赔偿。
 在不侵犯公共秩序和道德的情况下,个人享有依法表达自己意见的权利。国家保障新闻、出版、广告、集会、和平示威的自由,保障公民结社、组党、组成辛迪加、组成专业社团,以及加入其中的自由。
 国家支持任何公民社会组织,并且加强、发展这些组织,使其目标合法地通过和平手段和国际公民社会组织合作。国家禁止建立敌视或者损害社会的任何公民社会团体。
 任何伊拉克人享有宪法规定的权利,享有伊拉克所参加的国际条约所规定权利,除非这些和伊斯兰法相抵触。
 国家依法保证照顾烈属、政治犯以及被前政权影响的人。
 每个伊拉克人享有教育、医疗、社会保障和工作,国家根据国家的资源条件给予保障。


草案首先对被萨达姆政权压迫的人予以救济。例如关于“允许多重国籍”的规定,其实就是来照顾那些被萨达姆驱逐出伊拉克的流亡者的。在宪法高度规定“禁止任何形式的心理或者生理的拷问”虽然比较奇怪,但也是因为萨达姆政权的酷刑太著名了、必须拨乱反正的缘故。“国家依法保证照顾烈属、政治犯以及被前政权影响的人”条款更加直接地救济了萨达姆政权的受害者。

萨达姆的伊拉克实行国有制,国家资产被控制在萨达姆家族和复兴党高官手中。新宪法草案完全走向私有制。草案规定:“私有财产受到保护。禁止征用私有财产,除非因为公共用途,而且必须进行公正和及时的补偿。公民在伊拉克任何地方拥有财产都不应受到不当限制。

请大家注意,关于私有财产的规定,是新宪法草案关于权利和自由中,唯一不加立法限制的条款。最后一句话,在6月20日公布的原草案中,表达得更加直接:“伊拉克公民有完全和无条件的权利,在伊拉克全境内无限制地拥有财产。”

当然,这不等于是排除福利社会。草案规定,“每个伊拉克人享有教育、医疗、社会保障和工作,国家根据国家的资源条件给予保障。”也就是说,这样的权利是天生的,只是要根据国家的财力限制,在宪法层次规定这些,等于是说伊拉克会走向欧洲式的福利主义。而库尔德人走得更远,在他们提交的自己版本的宪法草案中,竟然规定“伊拉克公民有权享受安全保障和免费医疗”!

而其他公民权利自由,该宪法草案都令人吃惊地不厌其烦地每条每款加以立法限制。对于基本民权,美国宪法是明文规定“不得立法限制”,伊拉克人学习欧盟宪法,把民权限定交给议会。但在伊拉克这样的新兴民主国家,一旦立法机关在政治斗争弱于行政机关并且被其掌控,就会出现对民权的侵犯性立法。而且在伊拉克目前的现实条件下,逊尼派如此少的议员比例,自然无法阻止任何对逊尼派民众的民权不利的立法,甚至现在就已经看出了苗头。

更严重的是此款:“在不侵犯公共秩序和道德的情况下,个人享有依法表达自己意见的权利。”如果说“不侵犯公共秩序”还算是大多数国家合情合理限制的话,那“不侵犯公共道德”的限制,却让人顿感蹊跷。如果言论自由除了法律之外,还有一个道德的限制的话,那其实是一个跛脚的言论自由。作为中国人的我们,也无法想像言论自由在受到政治、法律限制之外,还有一个道德的帽子,这无论如何都算是这部宪法的重大缺陷。

其实这所谓的“公共道德”,就是伊斯兰国家的“伊斯兰法”所规定的道德。新宪法草案规定,民主的、联邦的伊拉克,依然是伊斯兰的,伊斯兰法依然是立法来源之一。在这个方面,伊拉克人还落后于土耳其凯尔末的1937年。

第三部分 可能被消减的女权

既然该宪法草案保持了伊斯兰特性,自然伊拉克的女权也就因此受到的一些限制,这使得妇女团体很不满这部新宪。不满表现在这三个方面:

首先,妇女团体要求妇女地位在国家政府机构中应当得到体现。美国人帮助制订的《过渡政府法》在妇女政治权利上面走在了前面,规定:“国民议会应该根据选举法和政党法选出,选举法应当设置目标,使妇女在国民议会的议员比例不小于四分之一……”。妇女团体希望新宪法草案能达到《过渡政府法》的这个目标。很遗憾,最新的草案中取消了相应的规定。显然,美国人太热心了。其实,在刚实现联邦制和直选议员的伊拉克,同时保证妇女议员比率,实在是操作难度太大。

第二,妇女团体希望要求新宪法中强烈反对性别歧视并且在所有领域男女应享有完全平等权利。美国人帮助制订的《过渡政府法》也是在谈及公民权利的时候不加区别男女性别。但是新宪法草案却在这个方面,回到了伊斯兰国家的保守路线上去了。

例如新宪法草案虽然提及伊拉克人不分性别一律平等,但在有关国籍的条款中,在规定伊拉克人可以从父亲或者母亲那里得到伊拉克国籍之后,又另外规定:“一个非伊拉克籍的妇女嫁给伊拉克人,在结婚之日起不间断在伊拉克居住满五年之后,有权利申请伊拉克国籍”。这也就是说,伊拉克女人和男人不同,虽然可以把国籍传递给孩子,但却不可以传递给配偶。

新宪法草案还规定:“根据伊斯兰法的规定,国家保证在所有领域妇女的基本权利、以及和男人平等,并且协助她们履行家庭和社会工作中的义务”。这样专门针对妇女的“根据伊斯兰法履行义务”条款无论如何对于妇女团体来说都是一种不祥之兆。

第三,不过对于大多数伊拉克妇女来说,宪法对她们现实生活的影响远远没有《个人身份法》来的大。伊斯兰国家的《个人身份法》也就是相当于中国的《婚姻家庭法》。萨达姆时代的《个人身份法》规范了伊拉克人的结婚、离婚、收养、监护和继承,值得说明的是,这部法律规定,无论什么教派的妇女均使用同一法律。比较反讽的是,萨达姆的《个人身份法》在伊斯兰世界算是比较世俗的法律,相对于其他伊斯兰国家,萨达姆政府给予了妇女相对慷慨的待遇。

新宪法草案却在这个方面体现了令妇女团体担忧的倾向。例如6月30日公布的原草案规定:“个人身份应该依法规范,并且和其所在宗教和教派习惯协调”。这种联邦主义自治条款,看上去是很“民主”的,但对妇女团体来说,这简直就是比萨达姆的法律还不如,因为伊拉克的一些教派对妇女是相当歧视的,如果放任妇女相关权利遵循教派习惯规范,那某些妇女真是回到“旧社会的旧社会”了。例如根据有些教派依然遵守的“伊斯兰法”规定,在离婚方面丈夫有完全的主动权,甚至丈夫还有多达四妻的权利。

在各方的抗议以及美国的压力下,新宪法草案取消了这一过于直接的条款。不过,取而代之的上述“根据伊斯兰法……履行家庭和社会工作义务”条款也有可能在未来的新《个人身份法》中给妇女取得平等家庭地位,留下了一些阴影。

Is this an illegal movie title?

It's not ads for bogus drugs and questionable surgical procedures that are the targets of new regulations - this time it's sloppy writing.

New rules slated for passage in Jilin Province will require that "standard characters" be used in ten categories of writing, including signs, slogans, advertisements, printed material, and movie titles. The rules reserve traditional characters for use in artistic works like calligraphy and seal carving, and scholarly materials, like research papers and reproductions of ancient books.

This means that not only must advertisements stick to plain, simplified characters, but that net-speak, mangled English, and creative alteration of characters are all apparently against the law. The media doesn't go so far as to link standard characters with the construction of a harmonious society, but most reports agree that the situation is dire:

These are all things that are common in daily life, and many people think them normal. But they unquestionably show disrespect to the language. Promoting the standardization of speech and writing has a direct relationship with the personal welfare of the people and long-term implications for the development of society. And more importantly, it is a major sign of the cultural level of a city and of a nation.

Some of the comments on this new set of regulations make it seem that punning is being outlawed as well - no more twisting of chengyu to include clever references to a product being sold, as in the movie title pictured in the above poster, which replaces the in 一往情深 "passionately devoted" with the homonym , which refers to the Internet.

Overblown headlines aside, what's odd about the reaction in the media is that national regulations on standard oral and written communication that went into effect on 1 January 2001 already contain most of these provisions in language that is essentially identical. Those traditional characters on store signs aren't really supposed to be there in the first place. The new Jilin regulations go just a bit further by prescribing consequences if the rules are not followed.

This year, Google entered the National Institute of Standards and Technology (NIST) Machine Translation evaluation, an event that has taken place annually since 2001 to support research in this area and to improve the state of the art. Participants included university labs, industrial labs, government labs and commercial machine translation companies from all over the world.



Our approach was to use statistical translation models learned from parallel text, that is, sets of documents and their translations. The system learns a model automatically from the parallel data. This approach differs from the rule-based approach used by many existing commercial machine translation companies which is based on large sets of handwritten translation rules.



We're very pleased with the results of this evaluation. Our computing infrastructure allows us to do a lot of experiments and work with huge data sets very easily.
